Five Companies’ project for the City of Houston—the 108-inch Water Line along City Easements from Willis Street to Imperial Valley Drive—has won a 2025 Best Projects Award of Merit in the Water/Environment category from Engineering News-Record (ENR) – Texas and Louisiana Region. Projects receiving these awards represent the "best" in design and construction in the region that includes the states of Texas, Louisiana, Arkansas, Mississippi and Oklahoma
This project, completed in early 2024, consisted of the construction of a large-diameter water transmission line to connect the Northeast Water Purification Plant (NEWPP) on the western shore of Lake Houston to existing northside City water lines as well as to the North Harris County Regional Water Authority’s (NHCRWA) 84-inch water line at Beltway 8 and IH-45. This 108-inch water line, known as the Northeast Transmission Line (NETL), provides shared surface water capacity for the City of Houston and the NHCRWA. 99E-1 is one of fourteen segments that comprise the entire NETL alignment and was constructed within easements adjacent to and under several Harris County Flood Control Channels. This project was the second to final alignment prior to connecting to the NHCRWA’s 84-inch line and contained a major crossing of the Union Pacific Railroad and the Hardy Toll Road.
